The self-refusal of the state from ideological control, failures in the moral and educational process predetermined the amalgamation of ethic standards in the consciousness of many people. The lack of ideologi-cal guidelines and the denial of traditional values caused the formation of a kind of "vacuum" filled by the crimi-nal subculture. Forcing its own rules and attributes, it enters all population groups (especially among young people), becomes a part of culture; a shift of the value system as an antisocial lifestyle is evident. The cult to consume and parasitize, antisocial "standards and customs", gambling, flash language, nicknames as well as other negative phenomena in society regulate the activities of informal groups, that are criminal too. The media, sometimes manipulate the consciousness of the younger generation through violent, cruel and pornographic material, corrupting it, directly affect the formation of mass consciousness, the development of an integral per-sonality and values. Moral limitations are inherent to each country, but in Russia the initiative of legislative regu-lation of this issue faces resistance in the form of an allegedly "unjustified restriction of press freedom".
