The Constitution of the Russian Federation declares Russia as a social state, the policy of which aims at the creation of conditions, ensuring dignified life and free development of an individual. The main constitutional obligation of the state is to turn this constitutional principle into reality. As in the social state the gover-nmental power is restricted by the necessity to comply with the rights of man and citizen, therefore, the poli-cy of the social state, in the first place, aims at the creation of such conditions, which ensure dignified life and free development of a human being. The given article is devoted to the consideration of all the aspects mentioned above. They are analyzed by the example of the Volgograd region.
