This article includes the analysis of peculiarities of the Soviet militia formation in the Tsaritsyn Gubernia. The grounds for the Soviet militia establishment as a state professional staff body are described. The author analyzes the Decree of the People’s Commissariat for Internal Affairs (NKVD) and the People’s Commissariat for Justice (Narkomiust) dated October 13, 1918 “On formation of the Soviet workers’ and peasants’ militia”, which was the first regulatory act consolidating legal principles of the Soviet militia establishment. The conditions of formation of new Soviet police authorities in the Tsaritsyn Gubernia are brought to light. It is mentioned that warfare was conducted in the territory of the gubernia at the time of beginning of formation of Tsarisyn militia. The gubernia had no distinguished boundaries, the telegraph did not work, as a result, there was no connection with uyezds and districts. The author analyzes the objectives faced by the Soviet militia of Tsarisyn, the staffing level of the new police authorities and their provision with the uniform and weapons. The results of Tsaritsyn militia’s activities are considered.
