The article considers the urgent issues of national policy in terms of history (theory of Official Nationality by S.S. Uvarov, experience of the USSR, etc.) and in terms of spiritual life of modern Russia. Concepts “people”, “nation”, “nationalism”, “patriotism” are analyzed from a perspective of different philosophical, social and political theories. Special attention is paid to ethnocultural, civil and political types of construction of a national state, examples from history of Germany, England, France and the USA are widely applied. At the present time Russia has a unique chance for advance of the unity of all layers of the society and the peoples who live in the territory of the largest state in the world. The practical relevance of the issue for modern societies and our country is emphasized.
