The article is devoted to study of prosecutor’s powers at the final stages of pretrial proceedings. The author makes assessment of the various views of processualists of the competences of the Prosecutor and author offers her personal definition of the concept under consideration. Author specially notices that the practice of the Prosecutor at the final stages of pretrial proceedings presents an intermediate and connecting link between the stages of the criminal process, and introduced own concept of "buffer proceeding." There is a look of main directions of development of criminally-remedial relations with the participation of prosecutor in the final stages of pretrial proceedings- carrying signs of “buffer proceeding." It is concluded that the final stages of pretrial proceedings ("buffer proceeding") are intended to check the legality and sufficiency of disposition of pretrial investigation agency of criminal case for further movement to the next stage of criminal process or entire dismissal of criminal legal proceeding. In addition, the author conducted a variety of classification authority of the prosecutor in the final stages of pretrial criminal proceedings in order to identify the diversity of their expression. In conclusion, the author suggests the feasibility of understanding the essence of «buffer productions» for further optimization of regulatory legal status of the prosecutor. Furthermore, the author shows various classifications of powers of the Prosecutor in the final stages of pretrial criminal proceedings in order to identify the diversity of their expression. In conclusion, the author suggests feasibility of understanding the essence of "buffer proceeding" for further optimization of normative regulation of legal status of the Prosecutor.
