Russian Federation
The legal regime for a counter-terrorism operation entails emergence of new social relations, which provoke redistribution of mutual rights and duties of a citizen and the State in favor of the latter. The main features characterizing the given regime should include the circumstances of its introduction as well as the number of special measures and restrictions that represent a compelled but at the same time objectively necessary means for ensuring safety of citizens, society and the State. The authors of the article reveal the notions of a counter-terrorism operation and its legal regime, examine their main features, emphasize the special (but not exclusive) status of the regime for counter-terrorism operation.
