В статье рассматриваются правовые основы, организационно-правовые формы и основные направления взаимодействия органов внутренних дел и муниципальных органов в механизме обеспечения правопорядка. На основе анализа правовых актов и практики сотрудничества полиции и муниципальных органов предлагаются оптимальные формы и направления их взаимодействия посредством унификации правового регулирования их взаимодействия, разработки и реализации муниципальных программ в сфере обеспечения правопорядка, совершенствования организационно-координационной деятельности муниципальных органов в правоохранительной сфере. Отмечается, что основными критериями оценки эффективности сотрудничества полиции и муниципальных органов являются качественные и количественные показатели, отражающие реализацию отдельных форм и направлений их взаимодействия, которые складываются в определенных сферах (организационно-правовой, правоохранительной и консультативно-информационной). Размышляя о возможности создания муниципальной милиции, автор приходит к выводу, что в перспективе потребуется корректировка закона о полиции в целях создания муниципальной милиции и органы местного самоуправления действительно смогут играть ключевую роль в обеспечении правопорядка.

Thinking about the possibility of creating a municipal police, the author comes to the conclusion that in the future will require adjustment of the police act in order to create opportunities for the creation of municipal militia, in the future, the local governments will actually be able to play a key role in ensuring the rule of law.
