Анализ и оценка последствий чрезвычайных ситуаций в России объективно свидетельствуют о необходимости дальнейшего изучения проблем, связанных с совершенствованием действующих и созданием новых административно-правовых механизмов, позволяющих повысить эффективность деятельности органов исполнительной власти, прежде всего органов внутренних дел, по защите интересов личности, общества и государства в процессе их предупреждения и ликвидации. Органы внутренних дел в качестве одного из субъектов решения задач в области национальной безопасности должны быть нацелены на активный поиск новых алгоритмов по предотвращению и ликвидации основных угроз государственной и общественной безопасности, к которым в настоящее время отнесены стихийные бедствия, аварии и катастрофы. Высокая степень организации тылового обеспечения органов внутренних дел в условиях чрезвычайной ситуации как составная часть уверенного управления подразделениями в нестандартной обстановке может быть достигнута исходя из понимания существующей действительности и верного применения алгоритма дальнейших действий в целях эффективного решения конечной задачи, а также накопления опыта познания объективной реальности для практического внедрения новейших барьеров в схватке с техногенными и природными катастрофами XXI в. В связи с этим автором предложены конкретные меры по повышению эффективности работы тыловых (снабженческих) структур в период выполнения оперативно-служебных и служебно-боевых задач в пунктах временной дислокации подразделений органов внутренних дел путем создания внештатных региональных тыловых групп из числа сотрудников окружных управлений материально-технического снабжения МВД России.
Analysis and assessment of the consequences of emergencies in Russia objectively testifies to the need to further examination of the problems associated with improving the existing and creating new administrative and legal mechanisms that make it possible to increase the effectiveness of the executive authorities and, above all, the internal affairs bodies, to protect the interests of an individual, society and the state in the process of their prevention and liquidation. The internal affairs authorities, being one of the subjects of solving national security tasks, should aim to actively search for new algorithms for preventing and eliminating the main threats to state and public security, to which, at the present time, include spontaneous disasters, accidents and catastrophes. A high degree of organization of administrative support to the internal affairs authorities, in an emergency situation, as part of the confident management of subunits in an unconventional environment, can be achieved on the basis of an understanding of the existing reality and correct application of the algorithm for further action, with the goal of effectively solving the final problem, and accumulating experience cognition of objective reality for practical introduction of the newest barriers in the struggle with technogenic and natural disasters of the XXI century. In this regard, the author proposed specific measures to improve the effectiveness of the administrative (supply) structures, during the operational-service and combat tasks, at temporary deployment locations of DIA units, by creating freelance regional rear groups from among the employees of the district directorates -Technical Supply of the Ministry of Internal Affairs of Russia.
