The author examines the term "giving publicity to information constituting a state secret in detective activities" from the etymological and practical points of view. In order to clarify the essence of giving publicity, the related terms "declassification", "divulgation" and "transfer of information of limited distribution" are examined, which, in the author's opinion, are in sort and type subordination to the specified term. This fact gives us an opportunity to say that giving publicity to information constituting a state secret in detective activities is a process to spread information protected by detective agencies through the procedures of declassification and transfer of information of limited spread provided by law and, in addition, through divulgation. The author proposes to amend a number of normative legal acts that will facilitate the legal regulation of giving publicity to information generated during the implementation of detective activities. The hierarchy of terms proposed by the author requires a new approach to the presentation of Art. 12 of the Federal Law "On Detective Activities" of August 12, 1995 No. 144-FZ, which takes into account the intent to provide information constituting a state secret to third parties.
