Abstract:
The given article is devoted to the outstanding Russian scientists and founders of the scientific schools whose activity was related to the department of investigative activity organization of the Volgograd Academy of the Ministry of the Interior of Russia for many years. They are: a founder of this department and its first head, doctor of juridical sciences, Professor N. I. Kulagin, who laid the foundation for its scientific traditions, and V. B. Vekhov, whose career as a scientist, doctor of juridical sciences and professor is closely connected with the activity both of the department and the academy. The article deals with the main scientific approaches of the academy's leading researchers in the aspect of preliminary investigation management system and crime investigation organization. The author of the article also points their significant contribution to the development of the Russian forensic science and training academic and teaching staff as well as mentioned their biographical information. The author of the article noted that many of N. I. Kulagin and V. B. Vekhov's ideas are said to be much-needed in the scientific community and activity of law enforcement agencies, particularly by the heads of the investigative and other units of the Ministry of the Interior of Russia. Many theory-based ideas to have been given by N. I. Kulagin, V. B. Vekhov and their students were used in legislative activity. The works of these founders of the scientific schools are still actively used in the educational process of the leading domestic and international educational institutions training specialists for law enforcement agencies.
