LOCKING DOWN (BLOCKING) AREAS, PREMISES, BUILDINGS AND OTHER OBJECTS WHILE CONDUCTING DETECTIVE ACTIVITY

Abstract:
Based on the study of the scientific data and practical experience of the detective units of the internal affairs bodies the given article deals with the issue to lock down (block) areas, premises, buildings and other objects while conducting detective activity. During these activities, the officers of the detective units have to take measures aimed at: overcoming disobedience to the police officer's legal orders; protecting the life and health of their participants and other persons; preserving traces of criminal activity and other objects that need to be seized; preventing presence of unmanned aerial vehicles in the air-space above the location; solving other is-sues. The authors are interested in the given issue because there is some shortage of attention to it by the scien-tists, absence of necessary and targeted legal regulation related to coercion, while conducting detective activities as it influences insufficient ensuring rights of the participants in a detective procedure. The authors of the article analyze the aspects related to the difficulties in implementing these rights given to detective units of the internal affairs bodies as well as ways to solve them. The authors consider the theoretical development of all these issues and introduction of appropriate amend-ments to the detective legislation to be sufficient to solve the mentioned problems.
