The given study deals with the issues of participation of the interior bodies and the Russian Federal Guard Service in providing a special legal regime of a counter-terrorism operation. The main research content is the analysis of specific administrative-legal and detective means used by them in providing the mentioned regime. The authors compare the authorities of the interacting subjects and pay special attention to the issue of their particularization and differentiation. A certain case study characterizes the factors that negatively affect the process of well-timed decision-making on the establishing of a special legal regime and the conducting of a counter-terrorism operation. The authors' unique point of view will be interesting for experts in the sphere of the interior bodies' activity and the Russian Federal Guard Service under particular conditions. The performed studies reveal that under acting conditions of countering terrorism-related attacks, the mutual capacity of law enforcement officers and the Russian Federal Guard Service can and is to be used fully and as efficiently as possible.
