OBJECTIVE-HISTORICAL PREREQUISITES FOR THE FORMATION OF A DIGITAL LEGAL SYSTEM (THEORETICAL ANALYSIS)

Abstract:
In this article the author examines the objective historical process of the emergence of preconditions for the digitalization of the modern Russian legal system and its subsequent dynamics. The author emphasizes the important role of modern legislation in resolving emerging issues related to the functioning of the electronic sphere. It is noted the necessity for government agencies to promptly respond to rapidly changing public demands, including the development of effective legal mechanisms guaranteeing the protection of the citizens’ rights and organizations in the digital environment. Positive examples of digital services using in both branches of Russian law and judicial practice are analyzed. Attention is drawn to the advantages of the transition to electronic documents and remote procedures for citizen interaction with the state. The author identifies acute social and economic problems related to non-compliance with Russian legislation by certain entities. Three main trends are noted, emphasizing that the digitalization of law is demonstrating not only its possibility but also its inevitability.
