The Strategy for Physical Education and Sports Development in the Russian Federation for the period of time up to 2020 was adopted in 2009 and proclaimed obtaining an access by citizens to the sports infrastructure as one of its goals. The large-scale construction of sports venues that took place within the framework of this Strategy implementation caused the rise in crimes committed for mercenary motives all over the country. The article is devoted to their analysis.
