Abstract (English):
The author analyzes legal acts passed during the reign of Pavel I to regulate public health in the Russian Empire. According to them, the police participate in sanitary and hygienic activities as well as in the organization of medical aid funding. The anti-corruption element was compulsorily included in a series of documents regulating particular aspects of the public health system.
