Law enforcement problems of control in relationships initiated the process of systematization and codification of information legislation in Russia. The paper proposes the development of information legislation and form of systematization and codification of information legislation, as well as taking into account the results of the comparative legal study of domestic and foreign legislation in the field of information highlights the most important points to be included in domestic legislation to conform to modern trends of legal information. In particular, a feature of most of the legal relations arising in the information sphere is their cross-border and in this regard, despite the identity of national standards is necessary to determine strategic direction of legislative regulation on the international level and to fix them in national legislation, for example in terms of liability for offenses in the information sphere.
