This article opens a problem of studying and application of the legislation on contract system in the sphere of purchases of goods, works and services by all participants of these relations. The author analyzes the reasons of arising difficulties at implementation of the state (municipal) order, and as one of them allocates the changed legislation regulating the government (municipal) procurements. For the purpose of permission of the designated problem, the author offers introduction of compulsory additional professional education, as traditional way of training. Also the offer on creation of an information and educational portal in the sphere of the government purchases, created on the basis of the uniform information system provided by Art. 4 of the Federal law of 05.04.2013 by No. 44-FZ is made. This educational portal, according to the author, is necessary for implementation of distance learning and development of contract system in the sphere of purchases of goods, works and services.
