In article the criminal legislation of the foreign states on responsibility for crimes in the sphere of the organization and carrying out public mass actions is analyzed. It is established that provisions of the criminal legislation of many foreign states differ more careful criminalization of socially dangerous acts in the sphere of the organization and carrying out public mass actions. Thus often under a criminal and legal ban the illegal congestion of people irrespectively is put ways and is more whole than their behavior or in the presence of negative intentions of crowd of people (Criminal Code of France, the Law on criminal law of Israel, etc.). In large part foreign criminal codes violation of an order of the organization and carrying out public mass action (Criminal Code of the Republic of Bulgaria, Criminal Code of the Republic of Tajikistan, etc.) admits punishable. Positive it is necessary to recognize experience of UK of the Republic of Estonia where norms about responsibility for crimes in the sphere of the organization and carrying out public mass actions are concentrated in one section of the criminal law. Thus the system of the specified instructions looks balanced - norms about responsibility for illegal hindrance are consistently stated to carrying out public mass action, for violation of an order of the organization and carrying out such action and for mass riots.
