Authors carry out the objective analysis of features of service on protection of a public order in Nagorno-Karabakh in 1988-1990. In article the attention to features of training of listeners to actions in the conditions of an emergency situation of socio-political character is paid. Questions of physical, fighting, tactical and special readiness of staff are in detail taken up. Authors of article impartially open all complexity of the situation which have developed on the duty station and that that the staff still never had to solve so specific problems. The special attention was paid to skill of possession by special means. Cadets fulfilled actions by a board and a stick, replacement of small groups of hooligans, dispersal and crowd replacement, promotion to the area of commission of disorders by cars or pedestrian order. Tactics bases on a case of overlapping of streets and the areas were developed. The contribution of chair of history CPSU and chair of Marxist-Leninist philosophy and scientific communism strengthening moral spirit of staff is noted. An important role in the successful solution of objectives was played by well thought over and organized ideological preparation. The special role in the solution of tasks in the developed situation is emphasized played operational staff VSSh Ministry of Internal Affairs USSR headed by the chief general major V. A. Dorokhov. Revealing both advantages, and shortcomings of the organization, equipment, supply, tactics of service by officers and cadets of VSSh Ministry of Internal Affairs USSR authors pay attention what not mutual understanding with groups of local militia always was rather well adjusted. Patrolling groups not always had on hand a patrol car, there were some problems with a radio communication, equipment and equipment, cartridges to AKSU machine guns not always were given. Insufficiently high-quality and in due time delivered food became an essential shortcoming. Despite the revealed shortcomings of service I carried out all objectives of VSSh Ministry of Internal Affairs USSR adequately, the staff didn't suffer irrevocable losses.
