The carried-out reforms of law-enforcement system in Russia in general positively affected a condition of counteraction of crime. Official statistical data testify that the quantity of the registered crimes gradually decreases. At the same time, quite disturbing tendency is growth of number of some committed heavy and especially serious crimes. All this speaks about internal high-quality changes of crime, about expanded reproduction of its heaviest types. In modern Russia there was a number of the groups consisting of representatives of not radical nations (Azerbaijanians, Tajiks, Chinese, etc.) controlling certain spheres of activity (trade, finance, production). The ethnic crime, respectively, is understood as the illegal activity which is carried out by the persons united on a national sign. Most often migrants appear such persons. Active injection of migrants on new Wednesday of stay favorably influences region economy (fills not prestigious low-paid professional niches, reduces cost of production of products, etc.). But at the same time also causes negative processes (unemployment, social and household disorder. All this in total promotes not only to growth of social tension, emergence of stubborn contradictions between radical the population and migrants, but also leads to commission of illegal socially dangerous encroachments.
