The article reveals the reasons of negative situation in Russian Federation housing and utilities, the analysis of practice of crime preventing by law enforcement agencies, problems in preliminary investigation agencies’ activity connected with stealing and corruption revealing, solving and investigation in this sphere. Very rarely detected offences committed by organized criminal groups. Omissions in the work to be significantly associated with inadequate level of preparedness operational staff and investigators, not possessing special knowledge in the field of Finance and construction, which are necessary for the effective identification, disclosure and investigation of such crimes, and also the lack of proper communication between these departments. In addition, by factor contributing to crime in the industry, is the imperfection of the legislation. Criminal cases about crimes in the sphere of housing and utilities in the law enforcement structures are under special control, but allowed and numerous illegal decision on termination of criminal cases, and the number increases, the investigation of crimes is often conducted on the violations of the law.
