Abstract (English):
Ensuring the inevitability of punishment for crimes is a prerequisite for the effective fight against crime; it is one of the fundamental concepts of criminal law policy in our state. Inevitability of punishment for a crime is achieved by the efficient work of all parts of the law enforcement agencies by means of rapid and full disclosure of a crime, detection and investigation of persons who have committed a criminal offence and bringing them to criminal liability. Defendant that is not found remains unpunished and often makes a new, often more dangerous, shrewd crime, while considerable funds are spent on his investigation and sufficient law enforcement resources are diverted. In order to prevent law enforcement evasion, investigator must understand psychology and personality of criminal. Carrying out investigative activities, officer in charge of a criminal case, should have the ability to anticipate response of the opposing side. At the same time creative imagination and intuition that allow investigator to simulate situation and behavior of criminals are essential.
