The article describes the concepts of legitimacy and legality, as well as features of their relations. In determining the content of the categories of legitimacy and legality is an important question that there is a right. This dilemma is resolved based on the concept of law, which adheres to the researcher. As part of the scientific article as a theoretical framework to analyze the problem, elected by natural law understanding of the law. With this approach, the legality may be regarded as a characteristic indicating that behavior acts as located within the borders established right from the point of view of mass consciousness. Thus legitimacy appears not only a property of behavior, but also the requirements of the moral and legal requirements.
