In this article the author designates topical issues in the Russian Federation legislation regulating public relations in the field of social security. In particular, we study the positive and negative aspects of the pension reform, assesses government programs to support families with children. Identifies areas that are not sufficiently regulated by legislation and create the preconditions for the commission of offenses and crimes of property nature. The author proposes concrete measures to change the provisions of the current legislation in this area, in order to reduce or eliminate factors that contribute to the commission of illegal acts by citizens.
