THE USE OF VIDEO INFORMATION IN THE INVESTIGATION OF FELONY VIOLATIONS

Abstract (English):
This article deals with using of videotaping by operational units, opportunities of getting additional information about the crime, crime scene and time of crime commission, identifying persons suspected of crime commission and other circumstances useful in detection of crimes. In the process of the search activity not only facts of the crime should be identified but other circumstances relevant to the objective and complete investigation of a specific crime. In a special group it is useful to distinguish the data retrieval on persons caught by videotaping camera, using motor vehicles and located in close proximity to the place of the crime. At present these data are one of the main conditions for the disclosure of serious crimes. The relevance of the subject is confirmed by the demand for the use of employees of operational units rapidly progressive technical and informational opportunities, the identification of persons involved in the commission of serious crimes. Investigative opposition to the prevention and detection of intentional homicide remains one of the main priorities of the operational divisions of the Department of Internal Affairs - a phenomenon requiring special attention due to the severity of the offence. The feature of carrying out the operational-search activities is influenced by the fact that the materials of the videos are often the only source of evidence. For this reason, it is necessary to provide the possibility of using identified through videotaping data as document initiation information to the materials of the criminal case. It is necessary to consider the further implementation of information, protection of sources from decryption, etc. that will substantially change the tactics of the whole event. In order to effectively fight crime using videotaping, it is necessary to create a video analysis systems complex that provide the ability of quickly analyze vast amounts of information that are important to ensuring the safety and adequacy of response to emerging threats, conducting operational investigation and evidence collection.
