Some problematic aspects of procedural actions and decisions of officials at the stage of criminal case initiation are considered in this article. In particular the ways of solving the problem of adherence to the rights and legitimate interests of the persons involved in the verification of crime incident report are defined. Some options of further improvement of procedural possibilities at the stage of criminal case initiation on the basis of current legislation are considered as well. Consequently, the author came to the conclusion that now is the right time to withdraw from unnecessary procedural filters and make transition towards simplification of the initial stage of the preliminary investigation, which will allow using all urgent investigative actions upon receipt of the crime incident report. However, the norms governing the procedural status of participants in criminal proceedings at the stage of verification of the crime incident report shall require further enhancement.
