In the article the problem of criteria of formation and improvement of the Russian legislation. Notes the relevance of the scientific-theoretical analysis of vertical and horizontal slices of the structure of the legislation, clarify existing in the Russian legal literature approaches on this issue. Advocated the position that industry legislation, and its complex subsystems represent the elements of the horizontal structure, where the main system-forming factor is the subject of legal regulation and in addition thereto, also the branch of the government. Horizontal slice of the legal system is complemented and coexists with its vertical structure. It is noted that the essential feature of the vertical structure of the legal system is the subordination of one element of the system to another. Subordination is manifested between levels of the system of laws and between the acts of each of these levels, which is predetermined by the order of the organization of power and the distribution of powers of public authorities. The conclusion about the presence in the framework of the vertical structure of the system of modern Russian law of two sections, which are designated as conditionally externally-frame and internally-rank.
