System connections of the economic function of the state with the problems of national security were very convincingly shown by the President of the USA when he declared that due to America’s hard work of imposing sanctions Russia’s economy is torn to shreds and it is done for changing Russia’s “course”. Therefore the fundamental basis of reducing the pressure on the Russian state system is effective implementation of the economic function of the state. First of all the main problem is to create effective financial support for economic development. This is the problem of production and distribution of national currency as the state’s activity for establishing a social compromise and national security when providing conditions for appropriate functioning of economy. Peculiarities of legalized mechanism of monetary emission lead to the situation when it becomes insufficient because of limited volume of incoming currency. This leads to a slowdown or a complete stop in the development of Russia’s monetary economy in the point which connects it with internal financial resources. Connection of monetary emission with foreign currency provides surplus dependence of our financial-economic sphere on external financial environment. Regular replenishment of assets by debt receipts means initiating internal inflation exported by the state trying to “tear our economy to shreds” when such neutralization of exported inflation worsens financial-economic situation in our country. Moreover, this actually becomes an unprecedentedly low-interest loan, i.e. unprecedented financial assistance to states wishing “to change the course” of our country. Removal of such destructive factors depends on legislative changes of the monetary emission mechanism in our country which would provide financial resources for all important directions of Russia’s strategic development.
