Increasing the effectiveness of fight against juvenile implication into criminal activities is one of the major areas of focus of the penal policies in crime fight. The primary efficacy prerequisite of fight against juvenile implication into criminal activities is the correct administration of legislation constituting the legal basis for this fight. The actual state of affairs examination shows that Ch. 150 of the Penal Code of the Russian Federation stipulating amenability for implicating juveniles into criminal activities is frequently under-enforced unfortunately. As a result there is no consequent realisation of the principle of unavoidability of punishment. In this situation each juvenile delinquency case must be considered from the point of view of possible implication of juveniles into criminal activities. According to the edict by the Prosecutor General of the Russian Federation as of November 26, 2007, № 188 district and city prosecutors must consistently charge individuals for implicating juveniles into criminal activities which will serve as an effective means of individual and general prevention.
