In the article the author defines and establishes the role of such feature of a federal subject as its own public authorities. The place and role of the constituent (legislative) public authorities of the federal subjects in the state mechanism of a federal state are defined. He describes the fundamental principles of the procedure of creation and exercise of the powers of Volgograd regional Duma, its competence, its interaction system with other public authorities of Volgograd region and government authorities of the Russian Federation. By doing so the author points out the place and role of the constituent and legislative body of the state authority of Volgograd region in the system of political and state-legal relations in Russia at the regional level and in the country in whole. By analyzing the Duma powers the author reaches the conclusion that there regional parliament of Volgograd region doesn’t only have a legislative and constituent function, but also the supervisory responsibility.
