The paper explores the liability for the violations of land law while taking into account the amendments to the Criminal Code of the Russian Federation and the law enforcement practices of the Supreme Court of the Russian Federation. Having studied the various aspects of liability in the area of land matters, the author decisively concludes that performance requirements for cadastral engineers should necessarily be raised, thus supporting both the implementation of additional requirements to their professional level and the introduction of criminal penalty for such professionals. The author argues that introduction of the new kinds of elements of crime and offence, as well as a more thorough approach to the recruitment and selection of cadastral engineers can give the latter an incentive to treat their duties more responsibly, which is especially relevant since the competence of cadastral engineers directly impacts a whole complex of economic rights in relation to both a state and its citizens. The author presumes that the upcoming changes can improve the efficiency of legal regulation of the negative relations caused by the lack of competence or malice on the part of cadastral engineers, and ensure that any harm resulting from their actions is compensated through an insurance payout. All of the above allows the author to offer an academic assessment of the legal progress achieved in the area of land matters.
