Statistical data analysis on criminal situation in Russia testify to increase in crimes artificial latency as a result of unduly great number of refusals to institute criminal proceedings and tendency towards many-episodes, complicated cases growth. However population interprets positively Internal Affairs Ministry of Russia reform results in the absence of experience in personal contacts with police officers and the fact that information on decline of number of only registered crimes is made public is to be taken into account. The level of anxiety of the population as to criminal offence is gradually decreasing regardless of victimity growth. Citizens feeling of security is getting stronger although at the expense of personal efforts made to protect their life, health and property. Only every fifth individual is ready to rely upon law machinery in security and public order ensuring. Nearly half of the population potentially interested in law machinery reaction to crime committed are ready in fact to leave the criminal unpunished through real distrust in police. The opinion of Volgograd city residents on jobbery prevalence among policemen remains invariable while other office crimes as respondents see it have considerably increased. Despite this fact general attitude of the population towards internal affairs authorities has improved. The activity of mass media which create police positive image justifying contributed budget funds to Internal Affairs Ministry of Russia reform influenced to a great degree. Crimes statistics testify to the same fact by demonstrating sweeping decrease in registered crimes rate.
