The article introduces the analyses of training program material оf Internal Affairs Agency officers engaged in conducting counter-terrorist activities on the territory of the North Caucasian region of the Russian Federation. On the basis of material obtained by the authors by means of a questionnaire survey, direct observation of the content of operational service actions performed by officers of composite detachments in temporal deployment points, expert assessment of the information provided by the Internal Affairs Agencies chiefs, who organize and control these law enforcement activities, the proposals on the educational process: improvement in educational institutions of the Russian Internal Affairs Ministry were formed. Besides this, the authors considered an extensive experience оf preparing and organizing the operational service activities of the Volgograd Academy of the Russian Internal Affairs Ministry composite detachments in the period 1989-1991 on the territory of several Caucasian republics and North Caucasian republics, which performed about the same law enforcement activities. It is also important that the problem of «teamwork» of Internal Affairs Agencies is considered in the article, i. e. creating the required moral and psychological, service and ethical standards of multi-day stay in points of the operational service objectives fulfillment.
