This article is dedicated to research a transformation of public procurator’s powers at the final stage of pre-trial proceedings ending with termination of a criminal case. The author gives the definition of transformation of public procurator’s powers, marks up historical and functional aspect of transformation. Based on a conception of multifunctional system of public procurator’s activity in criminal proceedings the transformation of functions fulfilled by a procurator at finale stages will be examined. Furthermore the author analyzes procurator’s functions while terminating a criminal case. A conclusion will be made that procurator’s functions differentiate depending on investigation form. An attention will be drawn to the idea that the heterogeneity of the procurator’s activity presumes the transformation on a function fulfilled by him into another one through changing of powers scope and his activity targeting. A conclusion will be made regarding the necessity to grant powers to a procurator to terminate a criminal case (criminal proceedings) irrespective of investigation form.
