Annual political, economic and social development of the Russian Federation causes the necessity to consolidate the state judicial authority as a guarantor of the law-and-order and people safety. Judicial system, law-enforcement authorities and watchdog agencies play a key role in the enforcement of a law. Currently the policemen are confronted with much more difficult tasks which are to be solved under sufficiently extreme conditions, close to military environment, dangerous for physical and mental health. It shall be reasonable mentioned that sometimes danger threatens to not only the policeman himself but members of his family as well as friends. The article 45 of the basic law of the Russian Federation secures the public protection of human rights and liberties in the Russian Federation as well as ensures the protectability state of rights and lawful interests of police authority officers.
