Abstract (English):
The article reveals specifics of public order protection and provision of personal safety during conduction of mass events. The rights and freedoms of a person and a citizen may be restricted by the federal law only to the necessary extent with the purpose of defending the constitutional order, morality, health, the rights and legitimate interests of other persons, ensuring the country’s defence and security. Maintaining law and order during mass events, meetings, and marches the officers should know the level of legal liability of the participants and take into consideration the rights of citizens not participating in such actions. During organization and conduction of mass events people are divided into contact groups which are called “the public”. The citizens of these groups experience a certain amount of psychological influence and empathy as a result of common interest for conducted events. Under some negative influence the conduct of such groups may become unpredictable. Each law enforcement officer independently of his official position protects law and order. It’s possible to appeal all his illegal actions at all levels, as well as in the European Court of Human Rights. Therefore, the prestige and authority of our state depends on the police officer’s adherence to the law, his incorruptibility, honesty, and selflessness.
