The main purpose of the Institute of national security is to prevent breaches made in the society compromise on value systems, the essential conditions of life and coexistence of the individual, society and state, enshrined in the foundations of the constitutional system. The current Constitution of the Russian Federation does not adequately pays attention to the issues of ensuring Russia's national security in a changing world, while ensuring that national security occupies an important place in the fundamental laws of foreign countries. Filling gaps in the Constitution to regulate issues of national security occurs by means of the adoption of a number of Federal laws regulating the issues of security, decrees of the President of the Russian Federation approved the concept and strategy of national security, as well as the decisions of the constitutional court of the Russian Federation. According to the author, the further establishment of the constitutional-legal bases of ensuring national security should be through the adoption of policies and laws of Federal value, but also at the level of the constitutional legislation of subjects of the Russian Federation taking into account specific regional threats.
