CONSTITUTIONAL AND LEGAL REGULATION OF DEMOGRAPHIC SECURITY IN RUSSIA AND CIS

Abstract (English):
The article analyses the demographic crisis in Russia which is considered to be one of the key threats to Russia’s national security. Current geopolitical and demographic situation in the countries bordering the Russian Federation calls into question steady perspective development of our country under the conditions of discrepancy between the population number and the territories inhabited. The current Constitution of the Russian Federation was adopted at the beginning of another demographic crisis when the problem of death rate exceeding the birth rate had been clearly stated and acknowledged. Though the structure of the basic law doesn’t include legal mechanisms directly aimed to improve the demographic situation in the country, it contains a number of norms creating favorable conditions for reproduction of Russia’s peoples. The authors don’t find it reasonable to make any changes in the Constitution of the Russian Federation because it’s necessary to create constitutional-legal foundations for effective provision of demographic security in doctrinal documents (using the example of the Republic of Belarus) as well as in the constitutions and regulations (basic laws) of the constituent entities of the Russian Federation considering specificity of regional demographic threats.
