The article considers the problem of organizational structuring and regulatory departmental system of additional professional education. The analysis of scientific works devoted to the study of problems of continuous education, allowed along with the levels of the «police» of education to identify the stage of additional professional education (students and adults), as well as their constituent phases. The work argues insufficient legal development of the concepts of the subject area of «additional professional education», identifies the relevant legislative gaps. For discussion of readers submitted questions for discussion structural construction of the system of additional professional education of the Ministry of Internal Affairs of Russia, the nomenclature and content of the basic professional educational programs of resource support for their implementation.
