The article analyses peculiarities of legislative regulations on organizing and holding mass events. The authors reveal specific features of bringing administrative charges against citizens for breaking the rules of organizing and holding the given events. The main legal acts regulating organization of such events are the Constitution of the Russian Federation, the Federal Acts “On Assemblies, Meetings, Demonstrations, Marches and Picketing”, the Police Act, etc. The authors have distinguished a number of problems analyzing the administrative legislation of the Russian Federation, the normative basis regulating organization and holding of mass events in the Russian Federation, the practice of police officers collecting materials on offences in the given field. The article suggests legislative ways of solving these problems by improving the current legislation of the Russian Federation in the field of organizing and holding mass events as well as the administrative legislation of the Russian Federation.
