The author of the given article proves the necessity to introduce amendments and additions to the Federal Law «On Environmental Protection» regarding the inclusion of: a special term «rational use of natural resources» ( in its Article 1), as well as a special chapter manifesting the mechanism for ensuring the rational use of all types of natural resources. The author gives a definition of the term “the rational use of natural resources” and proposes to consider it as “a complex set of measures executed by the public authorities and local governments, citizens and legal entities - natural resource users - and aimed at ensuring some balance among the economic and ecological interests of citizens, business and the state. These measures involve a combination of economic benefits (while using natural resources) and minimal quantitative and qualitative negative impact of natural resources use on the environment». The author pays attention to the inadmissibility to identify the notions «protection of natural resources» and «rational use of natural resources»; examines the difference between rational use of natural resources and constant use of them.
