The present article is about procedure that has been applied over recent years for delivery of reports (messages) about crimes and proceeding decision making for them by only investigators and investigating officers. On the basis of researching of the experimental results in 20 regions of the Russian Federation for approbation of procedure for delivery of reports (messages) about crimes, that prescribes proceeding decision-making by only investigators and investigating officers, the disadvantages decreasing effectiveness of the delivery of messages about crimes in the scope of the procedure have been determined. The improvement of the methods for making of proceeding decisions in the very elementary stage of investigation have been offered. Conclusion about necessity of well-organized cooperation of the participants of the checking procedure for the reports and messages about crimes has been substantiated. Also organizational influence of the leaders of territorial bodies of the Ministry of Internal Affairs of Russia has been proved. Practicability of creation of local regulatory acts regulating interaction between subdivisions and services during receiving, checking and delivery of the messages about crimes of certain kinds has been rationalized.
