In the scientific article the author deals with property of latency of the functions of social systems as a reason of appearance of polyphony of scientific viewpoints concerning notion instrument connected with functions of social systems that leads to appearance of contradictions in the theory of social systems management and a gap between theory and management practice. Mentioned property of the function is left by scientists without appropriate attention, because the notion «function» has been formed on the basis of practical management experience and connected with the processes of isolation of actions ( accounting, planning, control, etc.). In the view of above-said it hasn't been considered that «function» of social systems, in fact, is a philosophical category and exists irrelevant to recognition of its existence in social systems by human. Introduction of the notions latency and latent realization of functions in combination with historical aspect of the problem, create premises to eliminate present multiple meanings of the notion function.
