In this article the author analyzes regulatory provisions and law enforcement practices in the field of compulsory vehicle owners liability insurance. The characteristic of the legal status of the subjects of relations in the field of this type of insurance is presented, as well as a detailed description of the basic rights and obligations of the parties to the contract. In this article the author pays considerable attention to the innovations in the legislation of the Russian Federation on insurance, points out the controversial issues arising in law enforcement, suggests the ways to solve certain problems. The author analyzes the legal nature of insurance as a way to protect the rights and interests of policyholders and identifies potentially promising areas for the development of liability insurance for vehicle owners. One of the main ideas of the article is the need for a quality combination of the conclusions of judicial practice and scientific developments in the field of compulsory third party car liability insurance with the subsequent introduction of the necessary changes in the current legislation.
