In the article the author shows the features of the status of the mayor in the Russian Empire in the process of its formation and development. Interest in this elective office is due to the uniqueness and breadth of the powers of the mayor, who at the same time was the highest official of the administrative and executive body of city public self-government, who played an active role in the organization and conduct of elections. The article contains archival materials testifying to the repeated discussion in the local government bodies of the question of the division and expediency of combining the duties of the chairman of the City Assembly and the post of the chairman of the City Council with the City Head, three main points of view on this issue are given. In order to form a clearer understanding of the status of the City Head, the author describes the procedure for organizing and conducting elections of officials to the city self-government bodies, and, in the author's opinion, interesting that many features of the electoral law of the Russian Federation still remain relevant in the current electoral process empire and peculiarities of the status of persons of local self-government bodies. The study of domestic historical experience will not make many mistakes in the future of modern Russia.
