The state regulation of gambling in Russia has had a fairly long history in its development. Gambling is a relatively new type of business in our country. However, large cash turnover of money and complication to control gambling led to the criminalization of this activity. Introduction of a special rule of law - Article 171.2 into the Criminal Code of the Russian Federation relatively filled the existing gap in this activity area, and also allowed to concentrate the law enforcement forces to counteract this type of criminal business. However, shortly after the introduction of the novel, it became clear that the fight against illegal gambling organization and conduct is not effective in the country due to inaccuracies, including those associated with the incorrect use of the conceptual apparatus. In this article the authors attempted to identify the topical issues as well as to determine the ways to solve them in the mentioned area.
