The purpose of this article is to form the definition of the concept of material law, the description of its essential features, the specifics of the subject of regulation, as well as the theoretical modeling of the structure of the material-legal unit. The main methodological approach of the study is system-structural analysis. The complex functional structure of material law is determined, a number of its essential features are indicated, and its author's definition is given. The structure of substantive law is proposed to be considered in two main sections: branch (subject) and functional. On the basis of functional analysis in the structure of substantive law there are three subgroups of rules: the regulatory norms of substantive law of primary character, establishing the starting legal principles, the rights and obligations of participants of material regulatory legal relations; the protective rules of substantive law, providing the grounds and measures of legal liability for violation of primary regulatory norms of substantive law; organizational and procedural rules of substantive law, establishing organizational principles and separate procedures for the implementation of regulatory substantive regulations of primary nature. The position is criticized, according to which the organizational and procedural rules of the law of regulatory nature are mistakenly included not in the material, but in the procedural law.
