The article notes that a separate direction of the state's implementation of its social function is the creation of a comfortable urban environment for the disabled, for which a special set of measures is provided, involving the imposition of duties on the bodies of the state power of the Russian Federation, its subjects, local authorities to create conditions for the unhindered access of the disabled to the objects of social, engineering and transport infrastructure. In the Urban planning code of the Russian Federation to achieve this goal, a special principle is designed and a mechanism for its implementation is created. The article proves the importance of the legislation of the constituent entities of the Russian Federation to ensure the disabled of the conditions for unhindered access to social and other purposes and noted that the wording of the investigated principle (and the implementing rules of the urban planning code) shall be adjusted in the direction of indication it not only disabled, but also people with limited mobility, because these categories of population have much in common.
