Under new conditions of police work mutual understanding between the community and public authorities should become a new philosophy of law enforcement activity. The authors describe a number of social projects initiated in Volgograd Academy of the Ministry of the Interior of Russia as positive platforms for establishing mutual understanding between police and community in order to subsequently form objective public opinion on police activities. The methods for improving normative-legal regulation of police activities’ criteria and the procedure for conducting public opinion polls are also proposed. The authors assert that under existing conditions it’s not just the person’s internal judgment in the form of a public opinion poll but external expressions of such judgment that should be regarded as the most objective criteria for evaluating the interior bodies’ activities on applying the measures of state coercion.
