Requirements for manuscripts, the procedure for their submission and review

The manuscript submitted for publication must:
– correspond in its content to the priorities of the journal;
– contain a justification for the relevance and a clear formulation of the problem disclosed in the work, reflect the problem in the title of the work;
– to propose specific solutions to the problem under discussion that are of practical importance for the educational process, scientific developments, and the activities of law enforcement agencies.

Each manuscript submitted for publication is subject to peer review according to the following criteria:
– relevance;
– scientific novelty. 
– theoretical and applied significance;
– research character;
– logical and consistent presentation. 
– reasonableness of the main provisions;
– reliability and validity of conclusions.

Each manuscript should contain the title, information about the author(s), an abstract consisting of 120-250 words, "keywords" and a list of bibliographic references, which are published in Russian and English. A standard application is attached to the manuscript. In addition, if the manuscript was prepared by an associate, graduate student, or applicant, then, in addition to the application and translation, the review of the supervisor is attached to it.

The volume of the manuscript should be at least 12 pages of printed text. A printed copy of the manuscript is signed by the author (if there are several authors, then by all authors).

Manuscripts with less than 70% originality are not allowed for publication.

The editorial board of the journal strongly recommends against using any techniques to improve the evaluation of the text in the "Anti-Plagiarism" system. Articles that show signs of technical modifications in order to artificially enhance the uniqueness of the text cannot be published in the journal.

Ethical standards of the publishing process

 In its activities, the publisher is responsible for the publication of copyrighted works, which entails the need to follow the following fundamental principles and procedures, according to which:
– the author
submits reliable research results for publication, deliberately erroneous or falsified statements are unacceptable;
guarantees that the research results presented in the manuscript are completely original; borrowed fragments or statements must be formalized with the obligatory indication of the author and the original source; excessive borrowing, as well as plagiarism in any form, including unformulated citations, paraphrasing or attribution of rights to the results of other people's research, is unacceptable; the presence of borrowing without reference should be considered plagiarism;
provides only authentic facts and information in the manuscript, provides sufficient information for verification and repetition of experiments by other researchers; does not rely in research on information obtained privately; does not allow fabrication and falsification of data;
does not allow duplication of publications; if individual elements of the manuscript were previously published, the author refers to an earlier work and indicates the difference between the new work and the previous one; does not send to the editorial office a manuscript that was sent to another editorial office and is under review, as well as materials previously published;
Recognizes the contribution of all persons who in one way or another influenced the course of the research, the manuscript should contain references to works that were important during the research.;
adheres to ethical standards by criticizing or commenting on third-party research;
indicates as co-authors all persons who have made a significant contribution to the study, the authors are jointly responsible for the content of the publication; it is not allowed to indicate among the co-authors persons who are not involved in the study.;
if significant errors or inaccuracies are found in the published materials at the review stage or after their publication, it is mandatory and immediately notifies the editorial board of the journal.;
Recognizes the merits and contributions of predecessors, competitors, and colleagues.

– Editors:
when making a decision on publication, they are guided by the reliability of the data presentation and the scientific significance of the work in question.;
evaluates the intellectual content of manuscripts regardless of race, gender, religious beliefs, origin, citizenship, social status or political preferences of the authors;
does not allow information to be published if there is sufficient reason to believe that it is plagiarism, the originality of the published article must be at least 70%;
decides on the publication of materials based on the following main criteria: correspondence of the manuscript to the subject of the journal, relevance, novelty and scientific significance, clarity of presentation, reliability of results and completeness of conclusions;
takes into account the opinion of reviewers when making a final decision on the publication of materials;
justifies his decision in case of acceptance or rejection of the manuscript;
It does not allow the use of the Academy's open print media to disclose information that constitutes a state secret or other secret specially protected by law, to distribute materials containing public calls for terrorist activities or publicly justifying terrorism, other extremist materials, as well as materials promoting the cult of violence and brutality.;
it does not allow the dissemination of information about methods, methods of development, manufacture and use, places of purchase of narcotic drugs, psychotropic substances and their precursors, propaganda of any advantages of using certain narcotic drugs, psychotropic substances, their analogues and precursors, as well as other information, the dissemination of which is prohibited by federal laws;
It does not allow the dissemination of information containing instructions on the improvised manufacture of explosives and explosive devices.;
protects the confidentiality of personal information.

– reviewer:
considers the reviewed manuscript as a confidential document that cannot be passed on for review or discussion to third parties who are not authorized to do so by the editorial board;
It is mandatory to notify the editor-in-chief of the journal and the executive secretary of the journal about the significant or partial similarity of the evaluated manuscript with any other work, as well as the absence of references to the provisions, conclusions or arguments previously published in other works by this or other authors.;
gives an objective and reasoned assessment of the research results presented in the materials and clearly substantiates the recommendations, personal criticism of the author is unacceptable, all comments and suggestions of the reviewer are aimed at improving the scientific level of the manuscript.;
does not use unpublished materials for personal purposes.

The procedure for reviewing the manuscript

At the review stage, each manuscript submitted for publication is reviewed by one of the members of the editorial board of the journal.

The members of the editorial board of the journal conduct an expert assessment of the manuscripts submitted for publication, give a reasoned written opinion on the possibility of publication – a review.

A member of the editorial board (reviewer), who is a specialist in the relevant field of science, reviews the article within two weeks of receiving it and gives a reasoned written opinion (review), in which he recommends:
– to publish the article.;
– refuse to publish the article;
– send the article for additional review;
– send the article for scientific editing.
– send the article for revision (revision).

In the final part of the review, the reviewer indicates his last name and initials, puts the date and signature.

A manuscript recommended for publication after revision is re-reviewed by the same member of the editorial board who carried out the initial review of this manuscript. In this case, the date of receipt of the manuscript by the editorial office is considered to be the date of return of the revised manuscript. If the reviewer's negative review is received as a result of repeated review, the editorial board refuses to publish the manuscript to the author and sends him a notification of the decision.

Works published in other publications are not accepted for consideration.
The editorial board does not enter into correspondence with the authors on review issues.
The Editorial board does not accept complaints from authors, reviewers and third parties regarding peer review issues.

The reviews received on the manuscripts submitted for publication in the journal, as well as the manuscripts themselves, are kept in the editorial office for five years.

Manuscripts that have not been accepted for publication are not stored and are not returned to the authors.

The scientific and practical journal "Forensic Expertise" is a periodical of the federal state-funded educational institution of higher education "Volgograd Academy of the Ministry of Internal Affairs of the Russian Federation" and is intended for comprehensive scientific coverage of domestic and foreign experience in forensic expertise, training in the field of forensic expertise, free exchange of opinions and discussion of problems of theory and practice of the application of special knowledge in legal proceedings, organization and implementation of forensic expertise.

The journal is included in the List of peer-reviewed scientific publications in which the main scientific results of dissertations for the degree of Candidate of Sciences, for the degree of Doctor of Sciences should be published.

The magazine is published four times a year with a circulation of 500 copies. The journal is aimed at a wide readership: teachers, adjuncts, postgraduates, cadets, trainees, students of educational organizations, employees of state and non-state forensic institutions, employees of the court, prosecutor's office, preliminary investigation authorities and lawyers.

The journal reflects the results of fundamental and applied scientific research, experimental developments of doctors, candidates of sciences, candidates for degrees of candidate and Doctor of Sciences, associate and graduate students, as well as practitioners.

The journal is freely distributed on the territory of the Russian Federation and abroad by subscribing to the "Press of Russia" catalog (subscription index – 46462).

Electronic versions of the published issues of the journal are freely available on the Academy's website (www.va-mvd.ru ).

The journal is included in the Russian Science Citation Index system. Abstracts of articles and bibliographic lists are posted on the website of the scientific electronic library (www.elibrary.ru)

The editorial board provides open access to the published issues of the journal: electronic texts of published articles are available completely and free of charge to all users of the journal's website.

The editorial board does not charge readers for access to the full texts of published articles, for electronic subscription and download of articles posted on the website.

Requirements for manuscripts, the procedure for their submission and review

The manuscript submitted for publication must:
– correspond in its content to the priorities of the journal;
– contain a justification for the relevance and a clear formulation of the problem disclosed in the work, reflect the problem in the title of the work;
– to propose specific solutions to the problem under discussion that are of practical importance for the educational process, scientific developments, and the activities of law enforcement agencies.

Each manuscript submitted for publication is subject to peer review according to the following criteria:
– relevance;
– scientific novelty. 
– theoretical and applied significance;
– research character;
– logical and consistent presentation. 
– reasonableness of the main provisions;
– reliability and validity of conclusions.

Each manuscript should contain the title, information about the author(s), an abstract consisting of 120-250 words, "keywords" and a list of bibliographic references, which are published in Russian and English. A standard application is attached to the manuscript. In addition, if the manuscript was prepared by an associate, graduate student, or applicant, then, in addition to the application and translation, the review of the supervisor is attached to it.

The volume of the manuscript should be at least 12 pages of printed text. A printed copy of the manuscript is signed by the author (if there are several authors, then by all authors).

Manuscripts with less than 70% originality are not allowed for publication.

The editorial board of the journal strongly recommends against using any techniques to improve the evaluation of the text in the "Anti-Plagiarism" system. Articles that show signs of technical modifications in order to artificially enhance the uniqueness of the text cannot be published in the journal.

Ethical standards of the publishing process

 In its activities, the publisher is responsible for the publication of copyrighted works, which entails the need to follow the following fundamental principles and procedures, according to which:
– the author
submits reliable research results for publication, deliberately erroneous or falsified statements are unacceptable;
guarantees that the research results presented in the manuscript are completely original; borrowed fragments or statements must be formalized with the obligatory indication of the author and the original source; excessive borrowing, as well as plagiarism in any form, including unformulated citations, paraphrasing or attribution of rights to the results of other people's research, is unacceptable; the presence of borrowing without reference should be considered plagiarism;
provides only authentic facts and information in the manuscript, provides sufficient information for verification and repetition of experiments by other researchers; does not rely in research on information obtained privately; does not allow fabrication and falsification of data;
does not allow duplication of publications; if individual elements of the manuscript were previously published, the author refers to an earlier work and indicates the difference between the new work and the previous one; does not send to the editorial office a manuscript that was sent to another editorial office and is under review, as well as materials previously published;
Recognizes the contribution of all persons who in one way or another influenced the course of the research, the manuscript should contain references to works that were important during the research.;
adheres to ethical standards by criticizing or commenting on third-party research;
indicates as co-authors all persons who have made a significant contribution to the study, the authors are jointly responsible for the content of the publication; it is not allowed to indicate among the co-authors persons who are not involved in the study.;
if significant errors or inaccuracies are found in the published materials at the review stage or after their publication, it is mandatory and immediately notifies the editorial board of the journal.;
Recognizes the merits and contributions of predecessors, competitors, and colleagues.

– Editors:
when making a decision on publication, they are guided by the reliability of the data presentation and the scientific significance of the work in question.;
evaluates the intellectual content of manuscripts regardless of race, gender, religious beliefs, origin, citizenship, social status or political preferences of the authors;
does not allow information to be published if there is sufficient reason to believe that it is plagiarism, the originality of the published article must be at least 70%;
decides on the publication of materials based on the following main criteria: correspondence of the manuscript to the subject of the journal, relevance, novelty and scientific significance, clarity of presentation, reliability of results and completeness of conclusions;
takes into account the opinion of reviewers when making a final decision on the publication of materials;
justifies his decision in case of acceptance or rejection of the manuscript;
It does not allow the use of the Academy's open print media to disclose information that constitutes a state secret or other secret specially protected by law, to distribute materials containing public calls for terrorist activities or publicly justifying terrorism, other extremist materials, as well as materials promoting the cult of violence and brutality.;
it does not allow the dissemination of information about methods, methods of development, manufacture and use, places of purchase of narcotic drugs, psychotropic substances and their precursors, propaganda of any advantages of using certain narcotic drugs, psychotropic substances, their analogues and precursors, as well as other information, the dissemination of which is prohibited by federal laws;
It does not allow the dissemination of information containing instructions on the improvised manufacture of explosives and explosive devices.;
protects the confidentiality of personal information.

– reviewer:
considers the reviewed manuscript as a confidential document that cannot be passed on for review or discussion to third parties who are not authorized to do so by the editorial board;
It is mandatory to notify the editor-in-chief of the journal and the executive secretary of the journal about the significant or partial similarity of the evaluated manuscript with any other work, as well as the absence of references to the provisions, conclusions or arguments previously published in other works by this or other authors.;
gives an objective and reasoned assessment of the research results presented in the materials and clearly substantiates the recommendations, personal criticism of the author is unacceptable, all comments and suggestions of the reviewer are aimed at improving the scientific level of the manuscript.;
does not use unpublished materials for personal purposes.

The procedure for reviewing the manuscript

At the review stage, each manuscript submitted for publication is reviewed by one of the members of the editorial board of the journal.

The members of the editorial board of the journal conduct an expert assessment of the manuscripts submitted for publication, give a reasoned written opinion on the possibility of publication – a review.

A member of the editorial board (reviewer), who is a specialist in the relevant field of science, reviews the article within two weeks of receiving it and gives a reasoned written opinion (review), in which he recommends:
– to publish the article.;
– refuse to publish the article;
– send the article for additional review;
– send the article for scientific editing.
– send the article for revision (revision).

In the final part of the review, the reviewer indicates his last name and initials, puts the date and signature.

A manuscript recommended for publication after revision is re-reviewed by the same member of the editorial board who carried out the initial review of this manuscript. In this case, the date of receipt of the manuscript by the editorial office is considered to be the date of return of the revised manuscript. If the reviewer's negative review is received as a result of repeated review, the editorial board refuses to publish the manuscript to the author and sends him a notification of the decision.

Works published in other publications are not accepted for consideration.
The editorial board does not enter into correspondence with the authors on review issues.
The Editorial board does not accept complaints from authors, reviewers and third parties regarding peer review issues.

The reviews received on the manuscripts submitted for publication in the journal, as well as the manuscripts themselves, are kept in the editorial office for five years.

Manuscripts that have not been accepted for publication are not stored and are not returned to the authors.

 

 

Publication in the journal is free for authors. 

The editorial board does not charge authors for the preparation, placement and printing of materials.
